Yeah, not fully. Website's still not ready and lacking in great many aspects but, you know what? We're not going to wait any longer. As long as people are able to read it, it's fine.
It's going to be updated to include fancy php and css stuff. Sometime. Or rather, many times - as far as I'm aware, we won't be ever able to tell it's fully finished. It's simply too big a project.
Look at the flash part, for example. There's more there than it seems, and it's supposed to grow even farther, like, all the time.
So, you may wonder where you are. Two answers for you now: First is here. Second, more elaborate, in FAQ section in flash site.
What should you do now? Do a little sightseeing, and comment it on the forum. Help in keeping the place alive.
